According to the AP, Snoop was fined after trying to enter the country with "a small amount of marijuana" and a "large amount" of cash. In Snoop's defense, Norway definitely seems like the kind of country that wouldn't get too mad about a little weed. Europe, you're supposed to be the Cool Union!
