It’s been four years since Usher released Looking 4 Myself, his last full-length album. Now, “after some ups, some downs,” he’s ready to release a follow-up, which will again cleverly substitute numbers for words in its title. Last night, on Jimmy Kimmel Live, Usher announced that Hard II Love will come out September 16.
